Lieutenant Kabayan
Lieutenant Anthony Kabayan began his career with the Upland Police Department in January 2011 as a Lateral Police Officer. As an officer, he served as a patrol officer, the Personnel & Training Coordinator, and was a member of the SMASH team.
In 2017, Lieutenant Kabayan was promoted to Sergeant. As a Sergeant, he served as a patrol supervisor, watch commander, SMASH team supervisor, Field Training Program Coordinator, Detective Bureau Supervisor, and Public Information Officer.
In December 2021, he was promoted to Lieutenant. As a Lieutenant he served as the Administrative Services Commander where he oversaw the Detective Bureau, Personnel & Training, Property and Evidence, and the police budget.
In August of 2022, Lieutenant Kabayan was assigned as the Special Services Commander where he oversees the Volunteers, Records Division, Animal Control, Quality of Life Team, and Internal Affairs Investigations.
Lieutenant Kabayan’s formal education consists of an associate’s degree in Social and Behavioral Sciences, a bachelor’s degree in Criminal Justice Management, and a master’s degree in Organizational Leadership. He has also completed the FBI-LEEDA Trilogy program, the CA POST Sherman Block Supervisory Leadership Institute, USC’s Public Safety Leadership program, Cal Poly Pomona Local Government Leadership program, and the LAPD Leadership Program.
Lieutenant Kabayan has also served as the Vice-President of the Upland Police Management Association, Secretary of the Upland Police Officer’s Association, and the President of the San Bernardino County Training Managers Association.
