Addressing Homelessness in Upland

The City of Upland is actively engaged in supporting residents experiencing homelessness by providing direct Outreach Services through the Upland Police Department. Homelessness occurs for a variety of reasons and requires different resources and services for each homeless individual, serving the needs of this population is complex. We aim to provide a system that coordinates and focuses resources to those most in need and least able to advocate for themselves. People experiencing homelessness in Upland can be connected to Emergency Shelters, Substance Abuse Programs, and the County Coordinated Entry System  (2-1-1).

  • Volunteer at local Non-Profits or Community Partners.

How Can I Get Help?

  • Contact City of Upland Police Department Homeless Coordinator at (909) 946-7624 ext. 3362 to schedule an assessment. For additional information and resources see Information for Homeless pamphlet below.
  • Must be an Upland resident and Homeless Status must be certified by the Upland Police Department.
  • Those in need of Emergency Referral Assistance should call 2-1-1 (option 30) or visit the SB County H.O.P.E team or the RESOURCE-GUIDE-2016-for-web.pdf (sbcounty.gov) for homeless resources available in San Bernardino County.

Advice for Residents and Business Owners

  • Say “No” to Panhandlers.
  • Protect your property:
    • Make sure you have a current No Trespassing letter on file.
    • Lock external electrical outlets
    • Use bright motion lighting on exterior areas
    • Lock external water hose valves
    • Control access to internet Wi-Fi, complementary or otherwise
    • Secure trash enclosures
    • Post quality no trespassing and no loitering signs

  • Never approach a homeless individual alone as you do not know their current state of mental health.
    • Call 911 if a homeless person becomes violent or aggressive.

Say No to Panhandling

We follow the motto, “a hand up, not a hand out.”  Giving people a dollar here and there, providing food on a regular basis, or passing out water all seem like good and kind ideas. In reality, it enables the homeless to stay homeless rather than accept the services they need that will change their situation completely. If you want to donate to help the homeless, please donate to an organization that is working directly with the homeless in Upland in coordination with the Upland Police Department Homeless Coordinator.
