Police Records
The Records Bureau is a vital function of the Upland Police Department in providing services to the community. The Records Bureau is staffed with one Records Supervisor, six Records Technicians, and five Police Cadets.
Records Technicians are responsible for handling all requests relating to releasing reports, releasing impounded and stored vehicles, providing fingerprint/Livescan services to the public, repossession receipts, and answering questions over the phone.

LIVESCAN FINGERPRINTING
Livescan fingerprinting services are provided by appointment only Tuesday, Wednesday, and Thursday at 3:30pm and 4:00pm. To make an appointment, please contact (909)946-7624 ext. 3333 to schedule an appointment. You must have your Livescan form and ID at the time of your appointment.
The Upland Police Department does not provide ink card fingerprinting.

REPOSSESSION RECEIPTS
If your vehicle was repossessed from a location within the City of Upland, you will need to pay a $15.00 fee to the Upland Police Department for the receipt and filing of the repossession report pursuant to Section 28 of the California Vehicle Code. The repossession receipt will only be issued to the registered owner of the vehicle, who must present a valid driver's license. You must have the vehicle information (year, make, model, license plate/VIN) to process the receipt.
REGISTRATION:
Gang Offender Registrations are done by appointment only on Tuesdays at 1pm. Please contact the Records Department to make an appointment.
Sex Offender and Arson registrations are done by appointment only on Monday, Tuesday, and Thursday from 8am to 10am. Please contact the Records Department to make an appointment.
FILING A RESTRAINING ORDER:
The Upland Police Department does not issue Restraining Orders. For information on how to obtain a restraining order, please visit the San Bernardino court website https://www.sb-court.org/general-information/restraining-orders. To notify the police department of an obtained restraining order, you will need to bring in a copy of the restraining order and proof of service (if applicable) for the department to have on file in the event the restrained party fails to comply with the terms of the order.
CITATION SIGN OFF
Correctable citations can be signed off Monday-Friday 8am-5pm. There is a fee of $20.00 for Upland residents and $25.00 for Non-Residents.
The California Highway Patrol handles citation sign offs at no charge between 12:30 p.m. and 1:30 p.m. and they are located at 9530 Pittsburgh Ave., Rancho Cucamonga, CA 91730. The telephone number to CHP is (909) 980-3994.
REQUESTS FOR REPORTS:
Release of information from a police department triggers an elaborate matrix of both departmental and state regulations that specify exactly what information may be released, to whom, and under what circumstances.
Police Records Technician’s must follow guidelines set forth by the "California Public Records Act" and adhere strictly to Government, Evidence, Labor, and Civil codes when releasing reports. Records Technicians will process requests within ten working days, or the requesting party will be notified if the request cannot be fulfilled.
- The fee for a copy of a police report / call for service report is $20.00
- Requests for reports can be accepted by mail or in person.
- Police reports are only released to involved parties, unless otherwise exempt from disclosure under the Public Records Act.
- When requested in person, every effort will be made to release the information during the initial visit. If this is not possible, the requestor will be notified by phone that the records are available.
- The report may have redacted (blacked out) areas or missing pages. Redactions are required by laws and policies that govern the release of police information. Typically, property crimes will only indicate the damaged, lost or stolen articles and values for insurance company purposes to recover the loss. The investigative portion of the report may not be released to protect the integrity of the investigation, especially if it could lead to apprehension of a responsible individual(s) in the future.
- Police reports are not released on cases being prosecuted. Arrested individuals and/or suspects may obtain reports through their legal representatives through the discovery and/or subpoena process.
Portions of crime reports are considered public records and may be released to the general public. Certain information, including telephone numbers, social security numbers and other identifying numbers, the names and addresses of victims of confidential crimes (including sex crimes, domestic violence, and stalking) the statements of involved parties, the identity of suspects who have not yet been arrested, and the analysis and conclusions of investigative personnel are exempt from public disclosure and will be redacted (blacked out) from reports released to the public.
30 DAY- IMPOUNDS:
Drivers operating a vehicle with an unlicensed, suspended, or revoked license, will require the vehicle to be impounded for a 30 Day period. A vehicle release and property release may be request by the registered owner only. When picking up the vehicle, the registered owner must show proof of ownership, valid license and current registration. A “Moving Permit” must be provided for incomplete registration. At the time of impound, the legal owner is allowed to repossess the vehicle with the proper documentation. 30 day impounds are released Monday- Friday from 8:00 a.m. - 4:30 p.m.

REGULAR IMPOUNDS:
Regular impounds are released 7 days a week, 24 hours. Proper documentation must be provided to records staff; proof of ownership, current registration, and a valid driver license. If registration is “Incomplete” a “Moving Permit” from DMV must be provided.

TOW HEARING:
Registered owner(s) may request a Tow Hearing 10 days after the day of impound. Tow Hearings are scheduled Tuesday- Friday from 9:00 a.m. - 10:45 a.m. Tow Hearings are administered by the Traffic Sergeant. A fee of $60.00 is collected for a Tow Hearing. If you make payment by mail, send the proper amount of penalty in money order, cashier’s check or personal check, payable to: the city of upland. Please do not send cash! Enclose the notice of parking violation with your payment and/or proof of correction(s). Write your citation number on your payment.

To respond to the citation:
The registered owner, lessee, or person responsible for the vehicle cited shall within 21 days of issuance, either:
1) Pay the parking penalty, or
2) The registered owner or lessee of the vehicle may submit a written appeal online at www.citationprocessingcenter.com or mail your appeal with any supporting information to the address as noted above. Your payment or appeal request must be received within 21 days of the citation date. Submitted documents will not be returned.
Payment Plan accordance to AB 503
Beginning July 1, 2018, the City of Upland will offer Payment Plans to Indigent Registered Owner(s)/Lessee(s) with unpaid parking citations issued on or after July 1, 2018 for amounts of $300.00 or less.
If you wish to apply for an Indigent Payment Plan, you must request the application within 60 calendar days of issuance of the citation, or within 10 days of Administrative Hearing determination, whichever is later.
An Indigent Payment Plan provides the option to pay your parking citation in up to $25.00 monthly increments, and shall be paid off within 18 months of the Payment Plan approval date. Upon approval, a non-refundable Payment Plan fee of $5.00 will be assessed to the total Payment Plan amount and all late fees and penalties shall be waived. Waived late fees and penalties may be reinstated if the person falls out of compliance with the Payment Plan.
The Registered Owner/Lessee must demonstrate that he or she is indigent by providing either of the following information as applicable:
(A) Proof of income from 3 most recent pay stubs that show the individual meets the income criteria set forth in subdivision (b) of Section 68632 of the Government Code.
(B) Proof of receipt of benefits under the programs described in subdivision (a) of Section 68632 of the Government Code. Proof of receipt will consist of a copy of the most recent: Verification of Benefits Form or Award Letter for Social Security.
(C) If the Registered Owner(s)/Lessee(s) does not have income or receives public assistance, a copy of their annual earnings from the Social Security Department is required.
